I think the cops were trying to pull over this whole group of riders.

I think the cops were trying to pull over this whole group of riders. I can't be sure since what they were doing made no sense at all.

And then the riders rake off ... That was stupid.

A second vantage point of the same event: https://youtu.be/QabzTS87t6U
Strange.
they didn't break any laws that I could see.
Michael o'donnell There was a guy doing wheelies and giving the cops the finger. Dangerous pulling over bikes like that though.

In California that is called a "Rolling Roadblock". They do this to stop traffic for a number of reasons; usually pick up debris in the road or clear an accident ahead. But often the police use this as a way to stop and gather a group of riders and THEN ticket them all. So these riders "knew what the cops were cooking" and hit the throttle.
Had I been with a group, I probably would have stayed with them. You don't want to be the only guy they catch, seriously. You'll never see your bike again and possibly, the light of day.
The group of them were not doing anything wrong (that I could see). Kind of an abuse stopping them all.

I watched a few more videos of this last night. Apparently this is in Dallas and one year after a group of stunters shut down the interstate to perform stunts. They literally blocked traffic on an interstate for a few minutes so their buddies could do doughnuts and wheelies.

So, the cops were on the lookout for large groups of bikes on the highway. But yeah, aside from the one or two asshats harassing the cops, I don't see anything that would warrant the police pulling over the entire group.

What we see in the video and what happened is rarely the same thing...

What I mean is, the video is clearly edited to start and stop at very specific points. Sure, its possible that the police were simply "on the lookout". But it is much more logical to think that somewhere in the video prior top editing, at least some, if not all, of these riders were acting like jackwads on public streets, forcing the police to work against them.

Just my humble opinion...

Disregard my last comment. This is the video I was thinking about in Dallas: https://www.youtube.com/watch?v=GjwSoa3kNTw
