In the law profession, lawyers sometimes can face bar discipline or disbarment by not reporting ethical transgressions of other lawyers. Is there anything that parallels this in law enforcement for any level of transgression?

Jon Mallin: yes, you get roughed up by your fellow cops if you report cop malfeasance, and who do you report that to?

John Bump it seems like selective protections, based on patterns of misconduct and the federal consent decrees. It seems strange it isn't uniform across the country. Though, admittedly, in the law profession, ethical conduct is defined state by state but usually similarly.
