I am 100% positive I did not register a new Gmail account and even more positive I didn't register one under the name Joshua Williams. And yet, Google has sent me a "Welcome" message to my Gmail, not joshuawilliam6493.

Carefully check where that URL actually goes, it may be phishing or something more malicious...

Change your password just to be safe. Generally this happens when someone tries to claim a Gmail address that is the same as yours except for a period.
