So, I've had to report Sex Sex Hot Girl 18 a gazillion times over the past few days. Am I the only one? Aren't they being banned yet? They post links to their own G+ posts with links to Blogger. It seems like Google could probably take care of this if they chose.

No I have reported as well a few times. I suspect with Google+ not being a big priority individuals that would do this are non-existent on weekends (or maybe just got moved, transferred or fired). Google seemingly doesn't care.
I have reported them as porn and spam so many times I'm starting to get annoyed. At least they stopped with the graphic images that used to accompany their spam.
I've been reporting them for what seems like couple of weeks.

Reported many times myself.
Same here. Report, and delete. More arrive. Google+ seems not to care.

I imagine they're getting banned and just creating new profiles using new IP addresses.

I've reported tons of them too. They are prolly bot created. Why Google can't catch and prevent this, is mind boggling.
Oh but they were so quick to ban me 3 times over a name ...SMH

Rainyday Superstar that's because your pseudonym isn't a common name like Sex Sex.

I do it constantly. It's what I do here now.

François Bacconnet The spam is a disgrace, but G+ still is the best alternative out there.
G+ is NOT just a tool. It is the platform AND the people using it AND the spirit within. I asked the whole 2017 year to #MakeGooglePlusShineAgain , I saw only a few sparks. And not one advertisement since the move to G Suite. It may work well in corporations, but as a global social network, it is rotten and doomed. It's just another publishing platform as polluted as Blogger.

I report them all the time, and have seen no action taken, The spam is annoying, but I'd rather deal with it than the kind of heavy-handed moderation that got me booted off Twitter.

I'm shutting down Google+ for the night and quite possibly for the weekend.
