The question is: Should the Executive, with a pen and paper, force the public disclosure of dark money by federal contractors, thus bypassing Congress?

And the answer is, in my opinion, a resounding yes. Congress would have a hard time overturning such an executive order and any future legislator or executive would be in a tight spot trying to justify their actions in overturning the EO. In short, it would be a near permanent win. At least regarding federal contractors.
