If you're living in NYC and you get cancer, can you sue the NYPD for use of their "scatter vans" on the public without knowledge or consent. Is such technology a violation of the Fourth Amendment's requirement of probable cause? Does anyone care? And if no one does, does that mean the Constitution is just a piece of paper, as one of my Australian plussers once said?
