A nice breakdown of Executive Orders. The TL;DR version is this: Executives have a Constitutional right to direct the government's operational departments in any manner s/he sees fit as long as that order is within the scope of existing law. They can be overridden by courts or Congress.

Yeah, the courts are the next level of this fight. Wait until the ACLU and NAACP get their hands on a couple solid cases.

There's no way to enforce this EO without catching innocent people up in the net. Those people will have their lives significantly impacted. That's perfect grounds for lawsuits against the EO. The longer this goes on, the more agregious the issues will become. Best case, the EO is struck down by the end of the year. More likely, this administration will be tied up in lawsuits for the entirety of Trump's term.
