Savannah tends to lag behind most of the state in racial relations, despite being majority black, and is generally more like Mississippi plus gays than it is like the rest of Georgia. White cops really should not be working in Savannah if they have any racial animosity or can't tell one black guy from another.
Aside from the historic district homes, there is little wealth in Savannah, and not even much on the nearby islands like Tybee. Dafuskie Island is all black and pretty poor, descendants of freed slaves who started a colony there and a community of people known as gullah. It's certainly authentic for what it is, but it's not representative of much else.
You know that the modern police force was derived from slavery, right?
"Gotta catch them all!" doesn't mean what you think it means.
I am well aware that the modern police evolved from slave patrols. What is your point? It is because of Savannah's intimate history with slavery that it is more backward racially than most places.
I think "gotta catch them all" means someone has been paying too much attention to corporate slogans.

Incidentally, I identify more with New Mexico which was settled by us white folks far prior to that (just don't tell the slightly brown ones).
So you think that the rubes that live in Savannah know shit about history? NOPE. It's all cultural. I bet they couldn't even tell you even minimally detailed history of the area. Don't use that as an excuse. It's not justifiable under any circumstance. History is generally as long as a person can remember. All else is 'his story'.
If you think that is even a minimally justifiable reason, well, you're why they problem persists.
