This isn't just about terrorism, it's about detecting natural disasters and public health threats as well. If a bunch of people in Wisconsin start saying "My skin if falling off I hope I don't have Ebola" thats a huge help for figuring out that something is happening even if it isn't terrorism.

Same thing for blackouts, nowawdays people are much quicker to bitch about a blackout to their friends on Facebook than actually call the electric company.

And to be fair, there is some of that as well. But let's not forget, the DHS's primary mission is terrorism, everything else is secondary.
