Did General Motors purposefully poison generations of Americans because they wanted to control the additives in gasoline?

There's a saying, What's good for GM is food for America.

Is that true? GM single handily dismantled rail systems across the US, removing public transportation from NYC to LA so people would be forces to buy cars. Now, decades later, cities and states are expensively rebuilding rail infrastructure in an effort to mitigate overcrowded cities from coast to coast.
