I almost get it: the Pentagon had a trial program designed to detect a specific thing. That program failed to bear fruit. However, other fruits were detected meaning the program should continue, but the money to pay for it was earmarked and can't be spent elsewhere.

I mean, I get it: government spending is usually legislatured, or earmarked, for specific purposes. Let's just hope that the Pentagon finds the money elsewhere to continue this research.

But the brain injuries don't show until most troops are out or retired, so not the Pentagon's problem ... right?

But at every level, operational readiness, recuperation time, post-retirement medical care, it IS a problem. I feel like as regards their own assessment of their effectiveness, the military is ultimately fanatically realist.

They are, which is why they're concerned with global warming. It's one of those things where the money was meant to buy bullets. You can by MREs instead.
