Okay, I guess I do have something to add: we hear everyday about capitalism, market forces and personal responsibility.

Is it fair, or even ethical, to blame the government when you fail to meet a basic requirement because the government didn't expressly demand that requirement be met?

Corporate law has been molded into a place where wealthy crooks can hide in plain sight.
No, it's not, it's just plain foolish. Hopefully they will have to pay financial penalties for their failure to spend a tiny amount of money on prevention.
