I've had someone use this service once to call the Garlic Jim's Pizza I managed a few years back. They held me up and attempted to scam me for 45 minutes during our busiest time of the night. I finally was able to convince the translator that is was a scam and finished the call. I estimate that we lost about 20 orders ($200-$350) during the time wasted on the phone. I was not happy to say the least.

This has been 'industry standard' for years including payphone charges and non-RBOC inter-exchange and goes way beyond AT&T. The difference here is that the federal government was being tapped rather than consumers and businesses.
