Placing political conditions on relief aid is despicable enough, but to force those in need to sign a loyalty pledge, or agree not to be disloyal, to a foreign nation is foul.

separation of church and state any good constitutional lawyer should be able to shred this up in court .. and make a nice name foe himself

Not so much weird as misleading. This is not a condition to receive aid by residents, but a condition for companies wishing to get a government contract to provide relief services/materials. It simply means they have to follow local law to profit from the relief bonanza.
