Don't these get set up as a shell corporation that then declares bankruptcy once the mine is depleted? Nobody but the taxpayers left holding the bag..

The fault lies in not actually doing anything beforehand. Now magically they can treat 600 gallons a minute flowing out STILL! Apparently even companies that can help won't touch these mines because if there is an accident and or release they get sued for the failure of trying to clean up. Now let's create a map and not do anything about it. Yay.
