When is hitting 12% of your target audience considered a success? When you're a Comcast executive trying to explain away a cheap internet program as a success. Too bad Comcast got to write their own rules, defining what constitutes a "poor" person.

The $10 a month plan will only allow decent access by the companies that pay to have a fast pipeline to this demographic.
