According to Google the only way to make a phone call through Hangouts is from desktop (at least for Android users). However, on my Androd Hangouts app I have the option to dial phone numbers and it works just fine. 

My friend, on the other hand, can't. We're both using Android 4.1.2 and we both have Hangouts app version 2.1.100.

I checked all my settings (in the app, in GMail and Google Voice) and for the life of me I can't figure out why I can make calls through Hangouts and she can't.

Any ideas?

Are you certain it is the option to dial phone numbers to call them, not SMS? Looks like I only have SMS, and only on one of the two Hangouts accounts on my phone, but that appears to be something under SMS settings.

I can call from Hangouts, but it just starts the stock dialer...

Wow this is cool. I have the phone icon in hangouts and it seemed to work fine. I will check next to see if it is using my cell minutes.

I can videocall and turn off the camera, but the phone icon within hangouts opens the stock dialler.

I get a phone icon in the upper right hand corner and when I tap on it I have the option to call from the phone or GV (I have the Note II set up to ask me which service to use).

My friend doesn't even get the phone icon.

Does your friend have google voice installed?  It's just calling out using the gv number, in the same way that any call would go out.

Chris Yoder, yes she does. We both do. The difference is my Hangouts app gives me the option to call (most people) and her's does not.

I do have the same option, but it just launches the normal dialer.  The only time I do not have the phone option is when there is no number data associated with the contact. My gv is set to only international, so it just dials.  It doesn't use gvoip.

Do the two of you have identical ROMs?  I know it is the same version of android, but is it stock, or carrier modified?

Carrier modified. I rooted mine but never threw a custom ROM on there.

I saw something the other day, that they are going to be changing how the calling features work.  I wonder if the difference is that, and in what server you are each on.  It was an end of May change I believe .. sorry no link, just recall seeing it ...

I'm shutting down Google+ for the night and quite possibly for the weekend. Why? This stupid #gifwars thing people are so proud of. This Adam Black guy said he doesn't like gifs and now everyone is mass trolling him. Having been mass trolled like this I can relate to him easily enough. Have an opinion and the collective might of Google+'s lower class denizens jump on a bandwagon. I just saw a post where someone wanted to jump on board and had to get clarification she was tagging the proper Adam Black. She wasn't even connected to him ! Nor was she a part of the original discussion. She just wanted to follow the herd. When I called her out of it she claimed, "one gif doesn't make a troll." Perhaps not, but she's contributing to a larger troll effort. One straw doesn't break the camel's back, but thousands will. So, tonight, Google+ disgusts me. It probably will tomorrow as well. And possibly Sunday. I gave up Google+ for two months this spring
