Net neutrality?

Net neutrality? Fast lanes? Minimal standards of service? When most of us have options of one or the other and both are bad, no one in their right mind can conclude the 'the market will handle it.' And yet, the FCC seems to think they can regulate existing service providers properly in the future when they can't even properly regulate ISPs in the now. What? Are they expecting to have more money when their bought and paid for policies are enacted?
