Should the CIA be able to destroy troves of emails out there that, in some cases, might be pertinent in 10, 20 or 50 years?

If it's a question of storage, didn't the government build a fancy new facility in Utah for the NSA? Couldn't they store those CIA and other .gov backups there? Hell, shouldn't the Archives have a better budget to build their own fancy new facility?
