During the sixties, various places in the United States had needle exchange programs for injectable drugs. It was only after the policy changed in the 70s, and drug users were criminalized, did the over use and crime rates spike then stay high (pun not intended) so I can easily believe Portugal and Switzerland's results.

I found facts 1 and 6 surprising. Need to learn more about those things - how addictive drugs are and how addiction really works.
