Let me get this straight, Microsoft is going to offer consumers of it's Windows10 devices the option to have a full Win10 build, but restricted limited to only programs from the Microsoft store or you get to pay a fee to access the entire OS?

And they think this will work?

I think the team over in Redmond need to rethink this strategy. No consumer in their right mind wants to pay premier prices for a budget product.
