The majority of the homeless are homeless because of the inability (no job) to pay rent and taxes. Now with mandatory health care and a fine if you don't and a deductible you cant afford to pay. even with a job many people are homeless because there are too many people that can pay what the lands lords want which, is a rate that will leave a 10% vacancy. if the vacancy is more then 10% your rent is to high if the vacancy is les then 10% you rent is to low. with this Administrated modal that has been taught in every management school. This will guarantee someone will always be homeless. That is sad but that is what California (at leas) has become.
