I think I saw it on my main Google account a couple weeks ago. I turned it off because I like being able to go to Inbox or Gmail on the same account to accomplish different things. I usually use Gmail from home and Inbox while I'm at work because it's less distracting.
Inbox is optional. I've been using it a while and it's fine. I still have the option to use gmail but usually don't. Same email address, just different organization.
So, Minnesota would rather people not be able to advance themselves without the officiating organization paying a fee, first? Do libraries have to pay a fee to lend books? Do documentaries put together by universities have to pay a fee first?
