Civil lawsuit? Why are there no criminal charges? The article doesn't really explain that.

At the end of the article it says the man is filing civil rights charges against the local authorities.

Civil rights charges are federal charges, and they're the right ones to bring in this case, partly because the man's civil rights were violated and partly because that moves the case to the US Attorney's office and away from the local prosecutor's office, which was in on the frame.

I'm just thankful they had the foresight to get video. Apparently we need to do that every time we interact with police anymore.
