I work with maps for my job. I am crazy about them. I get to touch and smell the old survey maps from the late 1800s and early 1900s every now and then and it makes my day

So, Minnesota would rather people not be able to advance themselves without the officiating organization paying a fee, first? Do libraries have to pay a fee to lend books? Do documentaries put together by universities have to pay a fee first?
