I think the local police need to start patrolling the area a little more. I'm not an English law scholar, but I'm sure they frown on harassment and would rather nip it in the bud now than watch as this escalates.

In the U.S. I am sure every hillbilly in the area would be out confronting these people.

A couple of idiots, who lack the balls to remove themselves from the gene pool explosively, being annoying on the street. Given the level of public safety video coverage on the streets of London i can't see this being a problem for long. I suspect they are also very careful to pick targets who aren't going to punch them in the mouth.
