The Flint city manager assigned by the Governor changed the water source for the city, disregarding the democratic process.
The City of Flint reserved their right to sue the state, an agent of which is the one who made the unilateral decision to change the water supply.
An advisory board (again, not democratically elected) then decided to take away the power to sue the state.
So, the state took away the city's ability to sue the state over a decision the state made.
Isn't that grand?
