I'm going to laugh at you, regardless what public place you've walked into. This guy probably isn't better or worse off than me. Hell, he put a lot of time, effort, and money into that outfit. That doesn't make it any less ridiculous or chuckle worthy.
And there's picture after picture of "What were you thinking when you stepped out of the house?"
I think the simpler answer is many people don't give a crap what they look like walking into a Walmart or dress specifically to get the reaction.
