I was going to comment to that effect but never got around to it. Trump's order left the state of currently serving transgenders in limbo. It seems like an oversight but I don't think it was. Worded the way it was allowed Trump to satisfy two very different bases, the bigoted anti LBGTQ crowd and the hard line Military supporters. Mattis could be the one to clarify without incurring the same wrath.
So, Minnesota would rather people not be able to advance themselves without the officiating organization paying a fee, first? Do libraries have to pay a fee to lend books? Do documentaries put together by universities have to pay a fee first?
