This is your Libertarian government at work. An executive and legislature bought and paid for by corporate (Koch) interests to ensure the demise of the state. And they're overwhelmingly succeeding at their mandate. Cruz, Santorum, Trump, Bush (III), Rubio - all of them - will take Kansas, put lipstick on it, and and try and convince us all that bankrupting the nation is good for the nation.

Do documentaries put together by universities have to pay a fee first?
