According to Amnesty International, all 50 US states and the District of Columbia are not only in violation of international recommendations regarding police use of (deadly) force, but the US Constitution, as determined by the SCotUS, as well. 

Isn't that a shock?

First, we need a national law about reporting police use of force situations and then we need to force our police agencies to conform to Constitutional rules regarding use of force.
