I'll admit, I don't follow Puerto Rican politics at all so I'm having a hard time understanding how the tiny nation could become so far behind in debt.

I don't know anything about the debt situation, but they're a territory of the US, which is a problem for them, since they are excluded from bankruptcy by that status.
