Jason ON I think we're all given both sides of the fence. However it takes a core personality to choose who the winning side is. This is hard part of life for people because if they're on the failing side, the vision of their potential tends to fog up making it seem like there's no way out.
I have been on both sides of the fence & my happy medium is to maintain a successful attitude during failure. This is hard to do, but it keeps the vision defogger on .
So, Minnesota would rather people not be able to advance themselves without the officiating organization paying a fee, first? Do libraries have to pay a fee to lend books? Do documentaries put together by universities have to pay a fee first? If I move into the state and give away old college text books, do I have to pay a fee first? http://www.forbes.com/sites/evapereira/2012/10/19/minnesota-bans-free-online-education/
