The money was supposed to be spent on restoration. Instead, the politicians decided to take public land and contract with corporations to build there instead of maintaining the natural resource.

Isn't that nice of them?

What did everyone think was going to happen? You give politicians money, they spend it, whether they need what they are spending it on or not.
