So, Minnesota would rather people not be able to advance themselves without the officiating organization paying a fee, first? Do libraries have to pay a fee to lend books? Do documentaries put together by universities have to pay a fee first? If I move into the state and give away old college text books, do I have to pay a fee first? http://www.forbes.com/sites/evapereira/2012/10/19/minnesota-bans-free-online-education/

Android is just another Linux distro when you get right down to it.
Some things I've been reading indicate that there are some systemic issues within Google that led to this. People keep calling G+ a failure, but the reality is they have FOUR HUNDRED MILLION active users, and almost two billion accounts.
Seriously, if you can't find a way to make it work with quite literally hundreds of millions of users, whatever it is ... you're doing it wrong.
If google can't do something with that then they are useless.
