Its one thing for a person who lives in an area to run to represent an area and receives funds from other areas. Its another for some guy to come into an area that he has no real ties to have his buddies bankroll him into a position of power.
So, Minnesota would rather people not be able to advance themselves without the officiating organization paying a fee, first? Do libraries have to pay a fee to lend books? Do documentaries put together by universities have to pay a fee first?
