I'm trying to figure out if anyone in Florida is ever charged with a crime. Geesh! This woman ran over a (nearly) two year old in a parking lot! Isn't that at the very least wreckless driving or manslaughter?

I think you might be looking for reckless?
On the flip side, why is the mother not being charged with some form of neglect or negligence?
How exactly was a toddler able to wander out into the parking lot, with nobody paying attention, an into a position where he could be flattened by an SUV?
I'm inclined to agree.
And if charges are going to be laid in, I would be inclined to lay them in against the mother, not the driver.
It is a tragic accident, but it's never the pedestrian who's at fault in a vehicular encounter. Pedestrians have the right-of-way.
That being said, if this killer hadn't been the wife of the police chief would it still be an accident?
