@Eric- Yes and no. Certainly the first woman and third in the photo would be breaking the law if this passed. And it isn't clear if, say, woman two and four had an alcoholic drink during their pregnancy, whether they might be at risk of being arrested. But the left has said that termination of a pregnancy is a woman's choice, so I would say it is bad for the reasons they say. It's a stupid amendment that has failed before in CO and will fail again.

@Eric Kirchner.... wow, so leftists believe in sterilization??? No one - I  mean NO ONE I know believes in sterilization (and I know a lot of self-proclaimed leftists). In fact, the leftists I know would agree with you that abortion should not be encouraged, but they would go farther to say that it should be an available option. The amendment in Colorado would remove that option.
