He's 'abusing his authority' because he's doing things the GOP doesn't like, not because he's doing anything any different from previous presidents.

As an outsider, it seems that this action is the result of congress and their inaction on an issue that has been agreed upon previously. Now they are whinging that they weren't consulted on this issue. Sometimes as the CEO you need to take charge.
Also as part of the NAFTA treaty Obama has an obligation to act.
