Buzz Bug?

I've seen this happen a few time lately (when Load More actually works). I get a double post of the separating Buzz. By separating, I mean the last one in my stream before Buzz "loads more." So my last post and my newest post are the same post. Weird.

So, Minnesota would rather people not be able to advance themselves without the officiating organization paying a fee, first? Do libraries have to pay a fee to lend books? Do documentaries put together by universities have to pay a fee first?
