According to Google the only way to make a phone call through Hangouts is from desktop (at least for Android users). However, on my Androd Hangouts app I have the option to dial phone numbers and it works just fine.  My friend, on the other hand, can't. We're both using Android 4.1.2 and we both have Hangouts app version 2.1.100. I checked all my settings (in the app, in GMail and Google Voice) and for the life of me I can't figure out why I can make calls through Hangouts and she can't.
